His announcement also sparked a rebellion among his governing Socialist lawmakers. A crucial test of party loyalty will come during a vote of confidence on Friday in parliament, where the Socialists have a two-seat majority.
Later Wednesday, Papandreou faces a grilling from German Chancellor Angela Merkel and French President Nicolas Sarkozy among others in Cannes in the French Riviera, ahead of the Group of 20 summit. Papandreou is due to fly out early afternoon along with finance minister Evangelos Venizelos, who was discharged from hospital earlier after complaining of stomach pains Tuesday.
Papandreou's referendum call has been met with barely-disguised anger in Europe and officials are scrambling to understand his motivations.
Irish Finance Minister Michael Noonan said the only way to limit the damage was for Greece to hold the referendum — or early elections — as soon as possible.
"If we had to go through Christmas and the New Year waiting for the Greeks to make a decision, it would make things even more chaotic," Noonan said.
Leaders are alarmed because a "no" vote could send shockwaves through the European banking system and the already-weak economy. Even setting a vote could scuttle pending two large pending payouts of bailout money Greece needs to avoid default. And the wait for a result will increase bond market pressure on Italy and Spain, who face rising interest rates because of fears they may default too.
The Oct. 27 bailout deal would require banks holding Greek government bonds to accept 50 percent losses and provide Greece with about $140 billion in rescue loans from European nations and the IMF. Greece has been relying on bailout loans since May 2010 to avoid bankruptcy.
"I believe that the second aid package for Greece, which will now be finalized, offers the best guarantee for Greece to be able to recover in a clear process and get back on its feet independently," German finance minister Wolfgang Schaeuble said in an interview with the Financial Times Deutschland newspaper . "I assume that Greece will respect and fulfill the agreements and commitments that it made."
During a grueling seven-hour Cabinet meeting in Athens that finished after 3 a.m. (0100GMT), Papandreou told his ministers that putting the issue to the Greek people was the only way to safeguard the European deal.
"We will not implement any program by force, but only with the consent of the Greek people," he said, according to a text of his speech to the meeting issued by his office. "This is our democratic tradition and we demand that it is also respected abroad."
Government spokesman Ilias Mossialos said Papandreou's ministers expressed "total support for the initiatives taken by the prime minister." He said the referendum would be held "as soon as possible."
However, government officials said two ministers still had strong reservations with the idea of a referendum, which will be the first in Greece since the country voted to abolish the monarchy in 1974. The officials spoke on condition of anonymity to reveal details of the Cabinet meeting.
Papandreou said a referendum "will be a clear mandate, and a clear message within and outside of Greece, about our European course and our participation in the euro"
"The dilemma is not 'this government or another one', the dilemma is 'yes or no to the agreement', 'yes or no to Europe', 'yes or no to the euro,'" he said.
That gives the closest indication of how the question in the referendum could be phrased — an issue the government has not clarified. Setting the dilemma in bleak terms of maintaining Greece's cherished euro membership or not would make approval much likelier than a more specific question on the terms of the bailout.
Some 20 months of harsh austerity have angered most Greeks, with unions staging a wave of strikes and protest marches many of which degenerated into riots.
Under a recently amended law, a referendum can be called on issues of grave national concern, but needs approval by an absolute majority in the parliament.

Greece not selling agriculture products in Europe

Political parties are very important to any country. Know nothing Republican and Tea Party parties are not proposing solutions. They only want to support their rape of the American worker. President Reagan was not a superior economic thinker for California as governor. The highway system was supposed to be agumented by toll roads financed by the wealthy. But after the proposed improvements in highway and east side canal were junked, the wealthy decided that they could not receive a fast enough return. The then governor did nothing to pick up the situation. The Department of Highways engineers were aginst the scraping of the proposed improvements that they had designed. The fixes that were built twenty five years later were often poor replacements for the Government Edmund G. Brown Sr's proposals.
President Reagan negotiated the highest increase in corporate taxes in 1982. He had proposed taxes on foreign earnings of large corporations when he was California governor and the California Republican Party almost lost its large corporate support. The present refusal to try to make the economic situation vaused by large corporations is another such situation. Sixty hours work for forty hours pay in China is a mojor reason for the lack of purchasing power of Chinese workers. This has been the new colonial rape done by the large corporations in China.

Greek don't pay taxes (they evade at astonishing rates). This is a big and serious problem. In U.S. the Republicans go the same way and the catastrophic results will not wait very long. Here in Canada and Europe, we pay double the taxes than in U.S. and the country and the governments are much more balanced in their Finances. In Europe, it's true there's the «Greek» problem, other wise should be totally different. In U.S. the crisis is looming and the equivalent of the Greek referendum would be the coming 2012 election day. If Republicans win, look for more troubles and middle class degrading conditions. It's awful the way precisely that middle class support the Tea Party and Republicans, unless it's a fundamental (and alarming) rejection of a Black President who's trying to improve the whole issue of employment and economy recovery which was the result of the disastrous 8 year Bush (W) tenure and the infamous Reaganomics theories and practices.

Social Security Didn't Create the Deficit
Social Security didn't create the deficit, but America's seniors are being presented with a fake Social Security crisis to try to trick them into accepting reduced benefits. Social Security will be able to pay 100% of its benefits through 2037 without any changes whatsoever. So, why the panic today? If seniors accept cuts to Social Security benefits today, a surplus cash flow will build in the Social Security trust fund. According to the Congressional Research Service, "Social Security's cash surpluses are borrowed by the U.S. Treasury and can be used for tax cuts, spending or repaying debt." Social Security benefit cuts are increasing taxes paid to Social Security or extending retirement age will give more money for tax cuts spending or repaying the debt. Except for one thing: Social Security money belongs to those who have paid into the fund, it's not the government's money to use it; it shouldn't be the government's money to play with. Senior citizens should not have to accept a reduced standard of living to finance tax cuts for the rich. We must take a stand for senior citizens and protect Social Security and protect future generations from this raid on Social Security's funds.
The Three are holding America hostage and putting America in danger of losing their tripple AAA rating if they do not pass a bill. Speaker Boehner said he would stop Obama and stop Obama care, He lied.
The national debt, Foreign Aid to 150 foreign countries including China,just gave the defence Department a 17 billion raise for 2012,HUD paying young blacks rent up $900.00 dollars a month that are fit and able to work. Paying blacks $3000.00 a month if they have a sick person in the house instead of putting them in a nursing home. Pell grants and grants, student loans, State Department and the Treasury giveing trillion away to foreign banks and countries. Just to name a few not counting the department of Education that need to be closed down. Supporting Fanny May and Freddy Mac.
SOCIAL SECURITY TRUST FUND
Congress pass laws in 1990 that made it a crime for the government to spend the Social Security Trust Fund, it is suppose to be in a seperate account, it does not cost the government one dime, it does not raise or lower the national debt, it has nothing to do with cutting cost. It is like a 401k, the employee pays 6.5% and the employer matches it, the government does not put any money into Social Security.
Speaker Boehner and the Republicans are attacking Senior Citizens and trying to destroy Social Security, why would anyone attack seniors and try to destroy their retirement they paid in all of their life. The money in Social Security and the 3 trillion plus belongs to the people who paid into the trust fund! Let me tell you why so you will know how corrupt the Republicans are.
It is two reasons they want to destroy Social Security and Medicare. Is it because they hate the Seniors Citizens? Could be but that is not the reason.
Big Business and Corportations don't want to match their part of the employee retirement. If Boenher and McConnel have their way and destroy SS and MC, the big business would save billions.
Can you see how clear it is!
The first thing Boehner did was get President Obama in a position to force him to cut the FICA that saved big business billions and cut the life of the trust fund down from 39 years to 20 years. Boehner then bragged to American that he got them a tax cut, he lied! Obama never said a word.
The second reason is,you hear talk about raising the age before they can draw their money. (19 foreign Countries are drawing Social Security and Medicare from our trust fund and can retire at age 62 with full benefits), Can you believe that the cesspool of corruption has taken over our government in the forms of people who claim to be republicans. By raising the age in America, a lot of seniors will die before they can draw money from their retirment trust fund.( Can you guess why this is), Look at the corrupt republicans, they refuse to raise tax to pay the bill made by them by starting wars based on lies and deception. (So The Rob The Elderly and the Didsabled),WAKE UP AMERICA!
America is a rich nation, Boehner and the Republicans borrow money to pay for the wars and foreign aid, foreign aid to China I might add. Look at the problem raising tax would help pay off our national debt and we would not have to borrow money. Because Boehner and the rest of the Republicans are owned by the corportations who pay them to lower tax not raise them!
After the back ground for the world to understand. Why is it that Boehner refuses to raise tax, one reason if you watch the news they have named the social security trust an entitilment, which is a lie and they claim it cost the government 20%, can you believe the lies and deception.
Boehner and the other corrupt Republicans spend the billion we pay into Social security and Medicare each month, they owe the trust fund over 3 trillion dollars. Now you see how they pay some of the bill by robbing the social security trust fund! Which is illegal and the laws passed by congress in 1990 makes it a criminal offence.

We plan on a class action law suit against everyone breaking the law and that has tried to destroy the trust fund. Obama should have then brought up on charges,he might be illegal, and he needs to be impeached for robbing the Social Security Trust Fund and then tell the elderly and the disabled veterans they may not receive their checks on the 2nd of Aug. Social Security has plenty of money, The republicans and Obama has stopped the cost of living raise the past two years which is fraud, the money is in the trust fund. The problem is, Obama and the corrupt Republicans have robbed the trust fund instead of raising tax on the big business and the wealthy to pay the debt they run up.

Congress know the laws that protect the Social Security trust Fund, it is a criminal act for them to spend it, does that matter to them. The laws were passed not for us, for the corrupt Republicans and Bush,Obama to keep them from Robbing the trust funs. They even changed the name to entitilment, put it in the general fund and then tell the American people that the government pays over 20% to Social Security and Medicare, a lie straight from hell. When you see the PIE, the graft of the debt remove the social security 20% and the Medicare 25% and then see what thw government really owes.
AARP (Like Republicans Rob The Seniors),AARP is not a friend of the elderly, they support the republicans in raising the age of Social Security and the high deductable on Medicare, you might ask why? Anytime the cost is shifted from the Social Security trust fund and Medicare, AARP sells more insurance. AARP has become an insurance agent for Insurance companys.They try to deceive the senior citizens into believing they protect them, A LIE STRAIGHT FROM HELL!
AARP supported cutting Social security and Medicare, they got caught and are trying to cover their tracks. If Boehner and the republivans cut benefits, the AARP insurance will make billion selling the seniors more insurance. You see how corrupt AARP and the republicans are.
I know a lot of seniors that have their homes and cars insured with AARP thinking they are getting a good deal, an investigation exposed AARP ripping off the elderly about 6 months ago. Seniors need to change who they do business with like AARP and their insurace companies
