Senate Dems propose Social Security reform. Sens. Patty Murray (D-Wash). and Mark Begich (D-Alaska) introduced a bill to reform Social Security by increasing the payroll tax on the wealthy and expanding benefits to divorced couples and some college students.

“Social Security is one of the most important programs ever established in this country,” Begich said on the Senate floor Tuesday. “It is a promise to Americans that if you work hard all your life and contribute to the system then Social Security will be there for you in retirement to help you make ends meet.”

The Retirement and Income Security Enhancements (RAISE) Act would raise the payroll tax by 2 percent on anymore making more than $400,000 a year and expand the distribution of benefits to divorced couples that were married for at least five years and children of retired or disabled deceased workers up to age of 23 as long as they’re full-time students. “At a time when Social Security is an increasingly critical source of support for so many, the RAISE Act would make some commonsense updates to ensure our Social Security system is doing everything possible to help seniors and their families,” Murray said. “We should absolutely make these critical changes to help ensure our Social Security system is meeting the needs of today’s workers and families.”

Begich vowed that as long as he’s in Congress he would work to make Social Security solvent. He faces a tough reelection race in November. . When you are awarded disability benefits from SS you are supposed to be able to rest easy, no one can step in and take them just because you made a mistake. The SSA even has rules protecting you so this kind of thing can't happen. Unfortunately those rules aren't working like the SSA intended for some people. Sure they keep creditors from garnishing recipients benefits but the rules don't stop them from trying. Often it is the act of trying that causes the problem.

Creditors have discovered that it is in their best interest to ignore the rules and try to garnish people SS benefits anyway. While they knew the wouldn't succeed in getting the money, they were often able to prevent people from receiving their benefits because the banks will freeze accounts as things are sorted out. The result is that countless of Americans that rely on the SS checks to survive aren't able to access their money, sometimes for months.

These are the types of companies that send out catalogs advertising their expensive products to people who clearly can't afford them or credit card offers to people who shouldn't be able to qualify. As a SSD lawyer who has lots of disabled and elderly clients I've seen this tack-tick used countless times because creditors think they can bully people into paying.

It took a while, but the SSA has finally stepped in and put a stop to this practice. How? By creating new rules that specifically prevent holds from being placed on accounts created to receive SSD benefits. Now the only way that these accounts can be garnished or frozen is if the recipient owes money to the Federal Government or for Child Support.

If you have an issue with a creditor don't be pressured into making the wrong decision with your financial future. Seek the help for a lawyer to insure that your benefits are protected.
